[Qatar MOEHE] Public Portal is Down on Production Environment

Please be informed that Public Portal on web 03 not joined production pool and no testing done on it
so we will need to investigate on it after production issue solved as that now not impact production

the issue now on web 2 related to Certificate of Public Portal
